In a saucepan, combine all the mulled wine ingredients. Heat on medium until it comes to a light boil. Reduce heat to low and let simmer for 30 minutes.
In a different saucepan, combine all the hot chocolate ingredients. Heat on medium-low and stir until the cocoa powder has dissolved. Do not bring to a boil.
When both saucepans are done, pour the hot chocolate into the mulled wine. Continue heating on low for a few minutes as you stir them both together. Turn off the burner and stir in the Cointreau.
