In a skillet over medium heat, cook the ground beef until browned. Drain excess fat if needed.
Stir in the taco seasoning with a splash of water and simmer for 2–3 minutes until coated and flavorful.
Melt butter in a large skillet over medium heat. Add the jalapeno peppers and cook until soft. Add the cream cheese and shredded cheese, stirring until fully melted. Add enough cream to thin to a pourable consistency.
Spread pork rinds on a baking sheet or oven-safe dish. Top with the seasoned beef and cheese sauce.
Bake for 5 minutes, or just until the cheese bubbly.
Remove from oven and top with pico de gallo, sour cream, cilantro, jalapeños, and green onions. Serve immediately.
