Make the orange simple syrup: Heat the water until hot in a small saucepan. Pour it into a large glass measuring cup. Add the sugar and orange zest. Stir until the sugar is dissolved. Let sit to infuse for 40 minutes. Strain through a fine mesh sieve.
Make the cocktail: Fill half of a cocktail shaker with ice. Add the gin, Chartreuse, lemon juice, pomegranate juice, and orange simple syrup. Shake vigorously for 15 seconds. Strain into 2 coupe glasses.
To garnish, use a peeler to peel 2 large strips of lemon zest off the lemon. Pinch 1 piece of lemon zest over each glass to express the lemon oil over the surface of the drink, then twist and place in the glass.
