Place tomatoes in a bowl, cover with hot water and let soak 30 minutes.
Remove tomatoes from liquid, reserving soaking liquid, and place in a blender or food processor container. Add remaining ingredients and blend until smooth.
Add soaking liquid, 1 to 2 tablespoons at a time, as needed to reach desired consistency and to help with blending.
Use immediately or store in the refrigerator in a sealed jar up to 1 week.
