Preheat the oven to 400°F. Line a baking sheet with aluminum foil and place a wire rack on top.
Pat the wings dry and season them with ½ teaspoon salt and the black pepper. Place the wings on the wire rack. Bake for 50-60 minutes, turning halfway through, until brown and crispy.
Meanwhile, combine the honey, coconut aminos, fish sauce, garlic, ginger, red pepper flakes, and ½ teaspoon salt in a small saucepan and bring to a low simmer. Cook, stirring constantly, until the sauce has thickened and reduced by half, about 10 minutes. Strain the sauce into a large mixing bowl.
Remove the wings from the oven and transfer them to the mixing bowl. Toss until they are well coated with the sauce.
Transfer the wings to a platter and garnish with a sprinkling of sesame seeds and sliced green onions.
