Place brownies in a food processor and process until fine crumbs. Add frosting and process until the mixture holds together when squeezed in hand.
Line a sheet pan with parchment or waxed paper.
Form the brownie mixture into 16 balls. Dip a lollipop stick into frosting about ¼ inch and place the brownie ball on the stick. Finish with the rest and freeze for at least 1 hour.
Melt the chocolate chips. Put sprinkles on a small plate or in a bowl. Dip the balls into the melted chocolate and then into sprinkles. Let the chocolate cool and harden.
Melt the white chocolate and shortening together. Put in a small food storage bag, snip off the end, and drizzle the cake pops with white chocolate.
