Combine milk, cocoa powder, and sugar in a small saucepan and heat over medium-low heat until hot but not boiling. Add the chocolate chips and stir constantly until melted and fully combined. Stir in the vanilla.

Divide among two mugs, divide the Mozart Chocolate Cream Liqueur between the mugs and stir. Top with marshmallows, and chocolate shavings.
