Place the potatoes in a large pot and cover with water. Bring to a boil over high heat. Reduce heat to medium-low and cook at a gentle boil for 10-15 minutes or until fork tender. Drain well and transfer back to the pot.
Add the milk and butter. Mash with a potato masher until smooth (or until desired consistency is reached). Add the herbs and garlic oil. Stir to combine. Season to taste with salt and pepper. Transfer to a serving dish and garnish with parsley.
