Heat olive oil in a large skillet over medium-high heat. Add the onion and bell pepper and cook until softened, about 4 minutes. Add the garlic and cook for another 30 seconds.
Add the crushed tomatoes, Worcestershire Sauce, vinegar, lentils, coconut sugar, chili powder, onion powder, and cumin. Stir well. Lower the heat, cover the pan, and simmer for 15 minutes. Season to taste with salt and pepper.
